Q: It says 3 months to 99 years. But it also says 3+. Would my 18 month old enjoy these?

My answer would be: No. There are some small pieces and I think the construction of projects would be a little more advanced than an 18 month old could master. I purchased the set for my grandchildren--5 and 9 years old. They love the set. Knowing how fast kids grow, you could purchase this pipe building set now, build the projects and play with your toddler. It is a nice change from the "square" Lego-type building blocks.

Q: What are the dimensions of the smallest pipe piece?

the smallest piece is 1/2 in by 1/4. . . . if you are worried about a baby chocking on a piece, just go through them and put the smaller pieces away for when the baby is older. . . my grandson, (who is 2 and a half loves these toys . . and the older kids like them too

Q: While these will not be as quiet as foam blocks, are they quiet enough to play with in a classroom's calm-down corner while teaching continues?

I think these Tube building pieces compare with other plastic building blocks. They are hard plastic pieces clashing together in a bucket. Putting the pieces together while building is not noisy, but digging around in the bucket of Tube pieces is a little noisy.
