Q: What is the thickness?

About 1/8" thick. I have to tell you this is the best stuff for covering wounds. My husband had terrible leg wounds and if you put antibiotic cream on and cover with this and wrap gauze around it to keep it in place it is great. Worth every penny.

Q: can these be cut to fit a small area? are they medicated or do I need other medication with them?

This dressing can be cut to the size needed. This is a polymeric membrane. Any medication questions should be addressed by your healthcare provider.

Q: Does 15/bx mean there are 15 of the 4x4 square bandages in the box and are they individually wrapped?

I believe so, at that price it sounds right and yes they would be individually wrapped. If you need them wrapped for sanitary purposes that is the way to go but we found buying it by the roll to more cost effective.
