Q: Can you use this to decoupoge over metal?

Absolutely!! I used it on metal to preserve on older paint & decoupoged star for my front door, it was exactly what i needed.

Q: Can I use this to decoupage printed fairly thin 12x12 scrapbook papers?

Yes, this would be great to use for scrapbook decoupage.

Q: Has anyone put oil based varnish on top of this stuff?

Decoupage is all about having a beautiful satin sheen. Varnish defeats the purpose. You will loose the fidelity of the decoupage finish and have a shiny yellowish looking finish. If you want to put item outdoors, Decoupage might spider web crack from the UV exposure and temperature changes.

Q: Can this product be tinted with acrylic paint to create antiquing affect?

I have tinted Royal Coat with acrylic to make a sort of color glaze. I haven't tried it for antiquing though. For that, I'd suggest either crackle or using a dry brush layer effect.
