For Specific Uses - Very good and Excellent Deal
After spending some time on this device and comparing it to the "gold standard" iPac series, I think I can confidently answer the question of "what do I need".This device is a fantastic value JOYSTICK encoder. Each one of the slots maps to a Joystick button in Windows and it provides both a 5-pin Sanwa-style Joystick input (and cable) as well as separate inputs for up/down/left/right for those that are.So, if you are creating a Joystick (say, a Fighting Joystick) for use with your PC where you will still have access to a Keyboard, I'd bet it'd satisfy 99% of users. Is it truly "zero delay"? No and there are tests where the delay can be somewhat significant relative to the best, but I'd best most people wouldn't notice. Now, where this device falls short is when you want a MAME device. Why? Because at its core MAME is designed to be used by a Keyboard. Yes, I was able to get it work with my Pi based MAME system and even got the "Insert Coin" and "1p Start" buttons to work, but absolutely could not get the Exit (Escape Key) to work without having to configure the software. This is where a $40+shipping iPac2 is a far, far superior solution. Not only does it perform better, but it allows you to customize the HARDWARE to send whatever Keyboard commands you want including multiple keys, Shift+key, etc. All of this is saved onto the device and gives you the ability to set 32 individual buttons/inputs meaning that it can easily support 2 players if not more. This device is still a FANTASTIC bargain and less than 1/4th the price of an iPac and so if your needs are limited to a pure Joystick, it's a no-brainer. Absolutely, though, DO NOT buy 2 of these for 2 players - pay a little bit more and a single iPac2 will be a far better solution.

Just what I needed - Keyboard Shortcuts
This is a joystick usb board. That means you can take a controller and convert it into a USB device (controller recognized by Windows). What I needed it for was to make some buttons simulate a keyboard stroke. So I got regular arcade buttons with microswitches (https://www.amazon.com/gp/product/B07GBSJX2H/ref=ppx_yo_dt_b_asin_title_o00_s00?ie=UTF8&psc=1) and installed them into a small box with this controller. This will assign those buttons as a controller. You then just need to map these buttons to a keyboard stroke of your choice. To do this I used JoyToKey which can be found at JoyToKey.net It's a shareware program, and I'm sure their are similar programs but this was free and simple. Works like a charm.

Works
It works fine but it is very agitating to stop my project halfway through and wait another week because they didn't bother to put enough connecters in the box.
