It should definitely be stadium approved.. you can even remove the wallet inside to make it completely clear

Q: will it fit iphone 7 plus?

It will not fit in the graphic pouch part but will fit in clear purse. The pouch has a really small zipper so would not be able to fit phone in. More for small items like money, lipstick or keys. The clear purse part can hold it for sure.

Q: Is this too big for a petite 10 year old?

I would say yes, I bought it for my 16yr old niece and she is 5'6" and the pack was perfect on her.

Q: Will the strap allow you to wear it like a fanny pack?

No, I don't believe so. It's a cute crossbody purse.
